Los Angeles Department of Water and Power (LADWP) Community Relations Consultant – May 2008 to present, Los Angeles, CA. PEI is participating on an Industrial, Economic and Administrative Survey project as a subconsultant to P.A. Consulting. PEI's role is to assess LADWP's relationships with its customers, the communities it serves, and other stakeholders, and to make recommendations for improved customer/community relations.
Los Angeles Community College District (LACCD) Proposition A/AA Bond Program Business Outreach Consultant – July 2007 to present, Los Angeles, CA. As a subconsultant to URS Corporation, PEI is providing Business Outreach consulting services for LACCD’s $2.1 Billion Proposition A/AA Construction, Repair, and Modernization Program.
City of Long Beach Disadvantaged Business Enterprise (DBE) Program Consultant – July 2006 to present, Long Beach, CA. PEI is serving as the City of Long Beach’s DBE Program Consultant. Responsibilities include: ensuring the inclusion of accurate DBE Program language in bid specifications and RFP/RFQ language; conducting research, developing methodology, and establishing the City's Annual Anticipated DBE Participation Level (AADPL) and contract-specific DBE Availability Advisories. In 2006, PEI was also tasked with performing an audit of the City's DBE projects and records, for the purpose of ensuring that operational and records retention practices are in compliance with federal requirements.
Los Angeles Metro Minority Business Development Center (MBDC) Certification Consultant – January 2006 to present, Los Angeles, CA. As a Certification Consultant with L.A. Metro MBDC, PEI assists companies seeking certification designations such as SBA 8(a), Disadvantaged Business Enterprise (DBE), Disabled Veteran Business Enterprise (DVBE), Minority Business Enterprise (MBE), and Woman-owned Business Enterprise (WBE). PEI provides an assessment of the client’s ownership and control, and determines the certification(s) for which the client is eligible. PEI assists with certification document preparation, and conducts a final review of the entire application package before it is forwarded to the proper agency for approval.
Port of Long Beach Small Business Enterprises (SBE)/Very Small Business Enterprises (VSBE) Program Management, Support, Outreach, and Compliance – December 2004 to present, Long Beach, CA. In December 2004, PEI was awarded a one-year contract with the Port of Long Beach to administer a Small Business Enterprises (SBE)/Very Small Business Enterprises (VSBE) Program for the Port’s Development Bureau, in support of their annual capital improvement initiatives. Due to the Program’s overwhelming success during its first year of operation, the Board of Harbor Commissioners voted to expand the Program Port-wide and extend PEI’s contract through 2006. In December 2006, PEI won a new, three year Port contract through another competitive bid process.
City of Palmdale DBE Program Consultant – 2000 to present, Palmdale, CA. PEI is assisting the City of Palmdale in maintaining its DBE Program to comply with all federally assisted construction project regulations and to meet the guidelines established in 49 CFR Part 26. Outreach activities are tailored to find and assist DBE contractors and consultants in the local area. PEI sets the City's Annual Anticipated DBE Participation Level (AADPL) and project-specific DBE Availability Advisories for the City's FHWA and FAA funded projects. PEI also worked with City staff to develop race-neutral policies and procedures to comply with recent mandates affecting DBE Programs in the Western States.
City of Long Beach Minority/Woman/Disadvantaged Business Enterprise (MBE/WBE/DBE) Program Study and Outreach Program – 2001 to 2002, Long Beach, CA. The City of Long Beach Department of Financial Management contracted with PEI to review and evaluate the City’s MBE/WBE/DBE Program. PEI’s responsibilities included making recommendations for an effective goal-setting methodology, a plan to improve outreach performance, strategies to increase participation of local and small businesses, and procedures to encourage diversity. The City continues to utilize PEI’s recommendations for its current MBE/WBE/DBE Vendor Outreach Program.
U.S. Small Business Administration (SBA) Certification Consultant for the Small Disadvantaged Business (SDB) Program – 1999 to 2000, Los Angeles, CA. In July of 1999, PEI was selected by the SBA as a Certification Consultant to assist in the certification required for firms requesting federal status as SDBs. PEI screened and analyzed SDB applications regarding ownership and control and forwarded the applications to the SBA for final determination. The SDB Program is a tool designed to assist the government in finding firms capable of providing needed services, while helping to address the traditional exclusion of minority-owned firms from contracting opportunities.
Los Angeles Unified School District (LAUSD) Bond BB School Repair and Construction Community/DVBE Outreach Program – 1997 to 2000, Los Angeles, CA. As part of the consultant team hired by the LAUSD to provide Program Management services, PEI was responsible for developing and implementing a viable Community Outreach Plan, to provide local & DVBE businesses and local residents with the maximum opportunity to receive jobs and contracts to stimulate the local economy.
