LABOR COMPLIANCE, HUD SECTION 3 COMPLIANCE, PROJECT LABOR AGREEMENT IMPLEMENTATION, EQUAL EMPLOYMENT OPPORTUNITY/AFFIRMATIVE ACTION COMPLIANCE

Glendale Water and Power Labor Compliance Program – May 2008 to present, Glendale, CA.  PEI was selected to provide LCP services for the City of Glendale’s Proposition 50 funded construction of demonstration facilities to remove chromium 6 from drinking water supplies.

California State University System Labor Compliance Auditing Services – May 2008 to present, Long Beach/San Diego, CA.  The California State University system contracted with PEI to perform Labor Compliance/prevailing wage audits on construction projects in progress at the San Diego State University Campus.

City of Long Beach Labor Compliance and HUD Section 3 Training Consultant – April 2008 to present, Long Beach, CA.  PEI developed and conducted a comprehensive, two-day Labor Compliance and Section 3 training workshop for City staff.  PEI is currently preparing a Labor Compliance Program Manual for the City, to include City-specific policies and procedures.  

City of Long Beach Federal Labor Compliance and HUD Section 3 Consulting – August 2007 to present, Long Beach, CA.  PEI is under contract with the City of Long Beach to provide Labor Compliance and/or Section 3 consulting for several federally-assisted City improvement and HUD/CDBG projects.

State of California Riverside School for the Deaf Labor Compliance Program, June 2006 to June 2007, July 2007 to present, Riverside, CA. In January 2006, PEI was selected by the State of California’s Department of General Services to provide LCP services for the Fire Water and Chilled Water Lines construction project at the California School for the Deaf in Riverside. The prime contractor on this project did not complete the construction work, and in May 2007, PEI provided the State with an LCP close-out report for services performed. Both the construction project and the LCP services were re-bid, and in June 2007, PEI was selected again, through a competitive bid process, to provide LCP services for the Fire Water and Chilled Water Lines construction project. We are utilizing our own Department of Industrial Relations (DIR) approved Labor Compliance Program to furnish implementation, auditing, enforcement, and reporting services.

Los Angeles Unified School District Bond BB School Repair and Construction Labor Compliance Program and Program Support Services – 2000 to present, Los Angeles, CA. PEI is providing Labor Compliance Monitoring and Investigation services to LAUSD – the second largest school district in the nation - for their $19 billion School Construction and Repair Program.  PEI also provides on-site administrative and technical support services.

City of Riverbank Labor Compliance Consulting Services – March 2007 to May 2008, Riverbank, CA. As a subconsultant to Iomlan Construction Services, PEI provided Labor Compliance consulting services for construction of the City of Riverbank’s sports complex.

Pacific Coast Regional (PCR) Small Business Development Center (SBDC) Federal Labor Compliance Program – July 2006 to December 2007, San Fernando, CA. The Pacific Coast Regional SBDC contracted with PEI to administer a Labor Compliance Program (LCP) for an Economic Development Administration building project in the City Of San Fernando.

Rosemead School District Labor Compliance Program – June 2004 to December 2004; May 2005 to December 2007, Rosemead, CA. In June 2004, Rosemead School District (RSD) contracted with PEI to monitor and enforce an LCP for their school construction and modernization program. In May 2005, PEI was selected to provide LCP services for two additional projects within the District.

City of Lawndale Federal Labor Compliance Program and Section 3 Consultant – August 2005 to May 2006, Lawndale, CA. The City of Lawndale contracted with Perceptive Enterprises, Inc. (PEI) to administer a Labor Compliance Program and monitor Federal Section 3 requirements for the City’s Community Development Block Grant (CDBG) street improvement project.

Chaffey Community College District Labor Compliance Program Consultant – March 2005 to December 2007, Rancho Cucamonga, CA.  PEI provided Labor Compliance consulting services for several District projects, including the Science Complex, Ralph M. Lewis Fontana Center, North Parking Lot Irrigation and Landscaping Projects.

Montebello Unified School District Labor Compliance Consulting and Administrative Support Services – October 2004 to May 2005, Montebello, CA. PEI provided labor compliance consulting and administrative support services for Montebello Unified School District’s construction and modernization program.

Whittier City School District Labor Compliance Program – July 2003 to March 2006, Whittier, CA.  As a result of AB1506, the Whittier City School District (WCSD) contracted with PEI to administer our DIR-approved Labor Compliance Program (LCP) for their School Construction and Repair Program. In January 2005, WCSD extended PEI’s contract to include LCP administration for modernization of the District Office, Maintenance Facility, and various schools.

San Fernando Library Plaza Federal Labor Compliance Program – 2000, San Fernando, CA.  As a consultant to the Pacific Coast Regional Small Business Development Center, PEI provided labor compliance monitoring services for the San Fernando Library Plaza project. This project represented a joint effort among a private developer, the Los Angeles County Library System, and the Economic Development Administration (EDA). The majority of the funding for this project came from the EDA; therefore, federal Davis-Bacon prevailing wage and labor requirements governed this construction project.

San Diego Unified School District Labor Compliance Program Implementation – 2000, San Diego, CA.  The San Diego Unified School District (SDUSD) selected PEI to review and assess the implementation of their Labor Compliance Program. The voters of San Diego approved a $1.5 billion dollar bond measure (Proposition MM) to repair, replace, and modernize their schools. Recognizing this huge undertaking, SDUSD sought an experienced and qualified consulting firm to ensure that their labor compliance program met all local, state, and federal labor monitoring requirements.

Los Angeles Unified School District Bond BB School Repair and Construction Project Stabilization Agreement Implementation and Contractor Training/Education Services – 1999, Los Angeles, CA. PEI assisted the Los Angeles Unified School District with implementation of the Project Stabilization Agreement (PSA) for their construction bond program. PEI also conducted a Contractor Training/Education Seminar to educate local contractors regarding the requirements and operation of the Project Stabilization Agreement.

Los Angeles County Metropolitan Transportation Authority Labor Compliance Program and Equal Employment Opportunity (EEO)/Affirmative Action (AA) Monitoring and Administration - 1996 to 1999, Los Angeles, CA.  PEI provided Labor Compliance and EEO/AA consulting services for the $6 billion Metro Rail Project.

City of Los Angeles Housing Department Labor Compliance/Section 3 Monitoring Services - 1996 to 1997, Los Angeles, CA.   PEI provided Labor Compliance and federal Section 3 monitoring services for the Los Angeles Housing Department (LAHD) Construction Services Divisions Rehabilitation Program.
